Wycombe Wanderers Independent Supporters Club Constitution By the fans, for the fans
1. The organisation shall be known as Wycombe Wanderers Independent Supporters Club [WWISC].
2. The objects of WWISC shall be: a) The organisation and support and encouragement of Wycombe Wanderers. b) The maintenance of a high standard of conduct by members at all club matches and during all journeys undertaken in following the team. c) The promotion of the best spirit of sportsmanship on all occasions. d) The provision of the means of social intercourse and help to all members. e) The encouragement of friendly relations with supporters of other football clubs.
3. Membership of WWISC shall be open to all fans of Wycombe Wanderers Football Club.
4. No person shall be accepted into membership of WWISC until they have agreed to accept the rules and have paid the current membership fee as has been fixed from time to time by the Committee membership. This will be renewable from July to July.
5. The day to day business of WWISC shall be run by the Committee formed of not less than six and not more than ten of it’s members. The Committee shall be elected at an Annual General Meeting [AGM], members being elected for a period of one year at the end of which they may offer themselves for re-election. The exception is that of the Chairman who will stand for an elected period of three years. Young members, i.e. those under the age sixteen at the date of enrolment of renewal, shall not be eligible for election to the Committee nor have any voting powers.
6. The Committee shall include members, who have specific responsibilities as Chairman, Vice-chairman, Secretary, Treasurer and Publicity Officer.
It shall be permissible for two of these responsibilities to be carried out by one Committee member except that none of the positions of Chairman, Vice-chairman, Secretary or Treasurer may be combined with the other three.
7. The Committee, between AGMs, has the power to co-opt any member: i To replace an elected member who for any reason ceases to be on the Committee,
or, ii To carry out a nominated task or responsibility, provided that at no time shall the maximum Committee size of Rule 5 be exceeded.
8. Any Committee member who shall fail to attend THREE consecutive Committee meetings without giving a reasonable explanation for his/her absence shall be deemed to have resigned from the Committee.
9. The Committee shall meet as and when necessary to discuss branch business but at no time shall a period of one month elapse between two successive Committee meetings. Four members shall constitute a quorum at such meetings. Minutes of such meetings shall be kept by the Secretary and shall be open to examination by any Branch member provided that five days notice is given.
10. WWISC shall have a general account at a bank to be determined by the Committee and all cheques drawn on the account shall bear the signatures of the Treasurer and one other designated signatory. Separate accounts may be opened for specific purposes at the discretion of the Committee, provided that the minimum two defined signatures are always required.
11. The Treasurer shall, when required to do so, present reports and accounts to the Committee and shall prepare for presentation at every AGM income and expenditure accounts and balance sheets for all monies, assets and any other securities of WWISC. These accounts shall have been audited before the AGM and certified as correct by a person/s appointed by the Committee for that purpose.
12. The AGM shall be held on a date agreed at the end of the season. Additionally, the Committee may at its discretion, or at the request of not less than twelve members of WWISC, call a Special General Meeting [SGM] at fourteen days notice. The venue of all General Meetings shall be given to all current members and such meetings shall not proceed to business unless twenty members are present within thirty minutes of the time publicised for the meeting. Voting shall be by a show of hands or ballot paper, whichever procedure is deemed expedient by the Chairman. The Chairman shall have no vote, except in the case of a tie.
13. No Club Rule may be added, deleted or amended except by a vote taken at a General Meeting. Any such change must be supported by a minimum of 60% of the votes cast.
Notice of any proposed Rule alterations shall be given as part of the notification of the calling of the meeting.
14. The Committee shall have the power to reprimand, suspend or expel any member who shall infringe any Rule or whose conduct shall, in the opinion of the Committee, render him or her unfit for membership. Any member suspended by the Committee shall be given the opportunity to explain his or her conduct to the Committee. Any suspended member will forfeit all rights of membership during suspension. No expelled or suspended member will be entitled to the return of any part of his or her membership fee.
15. a) In the event of a member making a payment to WWISC for an excursion fare, match ticket or other organised event and subsequently failing to turn up, any repayment of the monies received will be at the discretion of the Committee.
b) If a payment made by a member is by cheque and is for any reason dishonoured upon presentation, then in addition to making good any payment still due, the member concerned will be liable to meet any administrative or bank charges incurred in consequence of the cheque not being met at the first attempt.
16. The authority to pledge the credit of WWISC and to enter into any contracts or agreements and to make payments by or on behalf of WWISC is vested solely in the Committee.
17. No member may use the name, style or title of WWISC without the authority of the Committee. Other than travel arrangements made by the official authorised for that purpose, no financial liability will be accepted by WWISC for any transport arranged by a member or any group of members nor will any such arrangements fall within the scope of any insurance cover arranged by WWISC.
18. In the event of the winding up of WWISC, all monies, assets and other securities shall become the property of a nominated body to be decided on by the Committee.
Addition
19. It was proposed at the 2001 AGM that it would be written into the constitution of WWISC that we would support the campaign for ‘Safe Standing’ at Football League grounds. And that WWISC would oppose any such moves by Wycombe Wanderers Football Club to install seats in the Valley End until such time as Football League Rules insisted upon the installation of said seating, i.e. three-years in the First Division.
The vote was unanimous and the proposal has been included.
